"When your people nullifiers are managed, the horn effect falters" means that by being aware of and managing the factors or actions that lead you to unfairly see others in a negative light, you can prevent the horn effect, where one perceived negative trait overshadows everything else that person is.
You can tell who has the power in a room by how much someone must bite their tongue, and who says all their opinions freely, and would fight back if challenged.
There's plenty of intentional misleading stuff out there. I'd argue coming from behind the scenes of news and other media that it's people (by accident or design) making decisions on how to get the job done on time.
